Australia publishes mandatory Consumer Goods (Bicycle Helmets) Safety Standard 2024 to adopt six international standards for ensuring rider safety through safe helmets.
The mandatory Australian standard for bicycle helmets, Consumer Goods (Bicycle Helmets) Safety Standard 2024, was updated on March 22, 2024.
Scope and Exemptions
This mandatory standard applies to bicycle helmets which offer protection to a cyclist’s head during impact.
It does not apply to:
- Helmets used for downhill mountain bicycle racing
- Helmets used for BMX bicycle competitive racing
- Toy helmets
- Motorcycle helmets
- Helmets only for use with other wheeled recreational devices which are not bicycles (for example, a helmet only for use when skateboarding and is not marked as, or intended, to be worn when cycling)
Requirements and Compliance
The Consumer Goods (Bicycle Helmets) Safety Standard 2024 sets out the mandatory standard requirements for bicycle helmets.
During the transitional period, regulated bicycle helmets must comply either with the requirements stated in Part 3 of the new standard or with the Trade Practices (Consumer Product Safety Standard) (Bicycle Helmets) Regulations 2001. After the transitional period, all regulated bicycle helmets must comply with the requirements specified in Part 3.
Part 3 Details and Standards:
Part 3 of the standard outlines the specific requirements for regulated bicycle helmets. A regulated helmet is considered compliant if it meets the provisions of any of the following recognized standards:
- Australian/New Zealand Standard AS/NZS 2063:2020, Helmets for use on bicycles and wheeled recreational devices,
- Australian/New Zealand Standard AS/NZS 2063:2008, Bicycle helmets
- European Standard EN 1078:2012+A1:2012, Helmets for pedal cyclists and for users of skateboards and roller skates
- American Society for Testing and Materials Standard ASTM F1447:2018, Standard Specification for Helmets Used in Recreational Bicycling or Roller Skating
- U.S. Consumer Product Safety Commission (16 C.F.R. Part 1203), Safety Standard for Bicycle Helmets
- Snell B 95, 1995 Bicycle Helmet Standard, 1998 revision Standard for Protective Headgear for Use in Bicycling
Transition period
This mandatory standard gives suppliers a transition period to adjust to the new requirements.
Up to September 21, 2025, suppliers must comply with either:
- Trade Practices (Consumer Product Safety Standard) (Bicycle Helmets) Regulations 2001, or
- Consumer Goods (Bicycle Helmets) Safety Standard 2024
From September 22, 2025, suppliers must comply with:
